In Alexandria’s Oakville Triangle, a bold new health center is reshaping how care and community come together. The Inova Health Center – Oakville isn’t just a healthcare facility—it’s a destination designed to serve patients, families, and neighbors with world-class care in a welcoming environment.
Inova established the Eastern Region Development Plan to advance its mission of delivering world-class healthcare by ensuring every facility reflects the same high standards of care, design and patient experience. As the inaugural ground-up facility in the plan—a major expansion of healthcare services across Northern Virginia—the Inova Health Center – Oakville establishes a bold new architectural identity, embodying Inova’s commitment to clinical excellence and compassionate care.
That commitment to excellence has also been recognized with major industry honors, including awards from Engineering News Record Mid-Atlantic and the Healthcare Facilities Symposium. Together, these accolades highlight not only the building’s striking design and advanced clinical capabilities, but also the team spirit and community focus that defined every step of the project.
Setting the Stage for Success with Early Engagement
The only way to achieve our ambitious goals was through genuine partnership. Every voice mattered, and every challenge was met together.
The team’s journey started with early collaboration, where design-assist wasn’t just a buzzword but a daily reality. Defined by a “one team” mindset, Ballinger, Ennead Architects and DPR came together as a single, integrated, planning, designing and building unit. Roles were clear, but egos were set aside. Designers participated in constructability reviews, builders contributed to design discussions, and client representatives engaged in technical coordination.
With a deep understanding of the day-to-day needs of patients and staff, clinical workflows and safety were all carefully considered in the design and construction process. The team’s ability to translate these operational insights into architectural and engineering solutions was a key factor in the project’s success. This was particularly evident in the early coordination of complex building systems and the integration of state-of-the-art medical equipment, which is typically sourced later in the project timeline and requires flexibility and precision without disrupting the construction schedule.

Initiating the design-assist process 16 months before construction began, allowed the team to align on strategy, budget and constructability. This early coordination laid the groundwork for smooth execution phase and sustained momentum throughout construction.
For example, by engaging equipment manufacturers and trade partners early in the process, the team anticipated and resolved complex challenges such as integrating a shared fire alarm system between the hospital and the adjacent residential building and implementing innovative air source heat pump technology for simultaneous heating and cooling. Early coordination allowed the team to optimize system performance, troubleshoot potential issues, and adapt the design to accommodate later construction equipment purchases, such as CT and X-ray machines. This forward-thinking approach not only expedited construction but also minimized costly rework by ensuring that all systems were flexible and responsive to evolving requirements. As a result, the hospital was able to open on schedule, with critical systems operating efficiently.

Clear communication was essential—both with the adjacent site’s residential general contractor and within the Oakville design and construction team—to keep the project on schedule. With the adjacent site's GC, coordinating shared crane use and managing overlapping construction required precise planning and flexible scheduling.
The exterior design is a customized glass screen solar shade assembly, suspended beyond the curtain wall using a tension cable structure. Given the loads imposed by the suspended glass screen, the steel had to be reinforced and precisely aligned to maintain structural integrity and visual continuity requiring close collaboration between the design, engineering and construction teams.
Inova Oakville and the adjacent residential building were constructed concurrently. With a shared basement and wall, the City of Alexandria classified both structures as single buildings for the entire block, requiring systems to be interconnected. The integrated fire alarm and life safety systems underwent rigorous testing and city approval, as medical facility life protection system regulations are more stringent.
Communication and Culture
One of the most defining characteristics of this team was its ability to collaborate across firm boundaries without friction. This cohesion was the product of a deliberate effort to foster open communication, mutual respect and shared accountability.
One example of this deliberate effort was a partnering session held early in the project with Inova Design & Construction, Inova IT, Ballinger, Ennead, subconsultants and the entire DPR team. Led by an external organization specializing in high-performing team dynamics, the session focused on building alignment and fostering a collaborative environment.
Participants explored strategies for personal well-being as a foundation for showing up fully for the team. The project team discussed how to avoid common dysfunctions and emphasized the importance of trust and personal relationships. This session laid the groundwork for the strong team culture that carried through the life of the project.
“Structured, inclusive communication—through user group meetings, mock-ups for shareholder feedback and real-time digital updates—helped deliver cost certainty, schedule adherence and a facility completed on time and within budget,” adds Shahrokhi.
On the jobsite, team cohesion enabled rapid problem-solving, especially when unexpected challenges arose—like the structural steel for the tension cables underperforming during façade installation. The team responded immediately, developing a reinforcement plan and adjusting schedules to keep the project on track.
Building for Community: Beyond Healthcare Delivery
As the building rose in the Oakville Triangle, its impact became clear. The transparent, sculptural design and public-facing ground floor were intentionally crafted to foster trust, accessibility and inclusion. The LEED Gold certified facility’s amenities—a café, lounges, and a multipurpose room—created a wellness hub that extended beyond traditional healthcare delivery, welcoming patients, families, healthcare professionals and local residents alike.
The team’s objectives—to deliver technical excellence, foster collaboration and serve the community—were realized in every aspect of the project. The building’s complex façade, innovative mechanical systems and sustainable features set new standards for healthcare design and construction. The collaborative process, from early design-assist to daily coordination, exemplified what’s possible when people work together with a shared purpose.
For the Oakville team, the true success goes beyond accolades or technical milestones. It’s the lasting legacy of a place that patients trust, staff are proud to work in, and neighbors embrace as part of the community.
