Partners Pillar Building Impact, Expanding Access
Our trade partners, suppliers, and vendors are integral to our success, shaping the communities where we live and work. We know that when we foster strong, inclusive partnerships, we create more than just buildings—we create opportunities. Opportunities with the potential to change the trajectory of a business’s future and the future of its employees. Opportunities that ‘Change the World.’
In 2024, we took bold steps to expand access and level the playing field for emerging businesses. Using project-specific diversity plans and procurement strategies, we aligned prequalified, small, and diverse bidders with bid packages that more closely match their experience and capacity. In doing so, we opened doors for emerging trade partners while delivering high-quality work. While this approach required more coordination, the outcome was clear: stronger partnerships, broader economic impact, and a more resilient industry.
PILOT PROGRAM: Beyond exceeding customer-prescribed goals, our Ever Forward core value has inspired the Partners Pillar to explore setting voluntary supplier diversity benchmarks on our projects, starting with a pilot initiative in the Northwest region. This marks an intentional shift from simply achieving customer-defined goals to defining supplier diversity on our terms.
To ensure these efforts are sustained, we’ve expanded supplier diversity training across our regions, equipping DPR teams with the knowledge and tools to drive meaningful change with the full support of the Partners Pillar team. Additionally, we are enhancing transparency through a Power BI dashboard, allowing every team member to track progress and measure impact in real time.
There’s still work ahead, but we’re reshaping what’s possible. Together with our partners, we’re creating lasting change, ensuring that every project reflects the communities in which we live, work, and serve.

Supplier Development by the Numbers
Expanding Opportunity Through Strong Partnerships
Over the past five years, we’ve focused on extending subcontracting and partnership opportunities to more businesses, ensuring that the construction industry reflects the communities in which we work.
Our approach is intentional and proactive. We conduct targeted outreach, attend and host events, and forge connections through organizations like the National Association of Minority Contractors (NAMC) and the Hispanic Contractors of Colorado (HCC). These efforts help us identify new partners, deepen relationships, and create pathways for first-time trade partners and vendors to work on major projects.

Spotlight: Central Region
On one recent project for a healthcare customer in Houston, Texas, we worked closely with our project team to split key trade packages into separate bid opportunities, enabling more businesses to compete.
DPR’s commitment to right-sizing projects allows us to spread opportunities across the best trade partners, not just the biggest ones. By structuring bid packages to be more accessible, we ensure that high-performing small and diverse businesses can compete, contribute, and thrive—not just on one project but across multiple engagements with repeat customers. This approach led to a new partnership with Botello Builders, a firm we met through an outreach event. Their outstanding work demonstrates how building relationships with new trades partners expands our subcontracting pool and grows the DPR business.
We’ve also seen exceptional success in exceeding customer-defined diversity goals. On multiple active projects in the region, we surpass MWBE participation targets—sometimes by nearly double. And along the way—we’re strengthening long-term partnerships, expanding economic opportunities, and proving that diverse teams contribute to successful projects.

Demetria Bivens,
DLB Consultants
DPR Construction is committed to fostering meaningful partnerships with emerging businesses, creating opportunities for growth and collaboration across the industry.
One of our valued partners is Demetria Bivens, owner of DLB Consultants, a woman- and minority-owned painting contractor based in the Dallas-Fort Worth area. As the President of the National Association of Minority Contractors (NAMC) DFW Chapter, Demetria is a tireless advocate for workforce development and capacity building for small and diverse businesses.
What inspired you to enter the construction industry, and what led you to start DLB Consultants? “I was drawn to construction because I saw an opportunity to create a lasting impact—not just through the projects we complete but by building a business that reflects resilience and growth. My goal was to do more than establish a painting division; I wanted to build a firm contributing to economic growth and workforce development in our communities.”
What challenges have you faced as a woman and minority-owned business owner, and how have you navigated them? “One of the biggest challenges has been breaking through barriers to access, whether that’s capital, large-scale projects, or influential industry networks. I’ve tackled these challenges by committing to excellence, building strong relationships, and actively engaging with organizations like NAMC to create support and advocacy networks.”
How has your relationship with DPR supported your business growth and industry visibility? “Our partnership with DPR has been instrumental in expanding our visibility and credibility in the industry. Through DPR’s outreach events and projects, we’ve showcased our capabilities, gained valuable experience, and established relationships with other major players in construction. One of the most impactful ways DPR has supported us was by making the prequalification process approachable. They walked us through every step, ensuring we understood industry expectations without feeling overwhelmed. That kind of support gave us the confidence to pursue larger opportunities.”
What else can companies like DPR do to continue supporting small, minority, and women-owned businesses in the industry? “Providing contract opportunities is just one part of the equation. Companies like DPR can continue to invest in capacity-building initiatives, such as mentorship programs, technical training, access to capital resources, and more pathways for minority—and woman-owned businesses to compete for prime contracts. Offering hands-on support, like DPR did with the prequalification process, makes a significant difference. It empowers small businesses rather than overwhelming them, fostering stronger, more confident industry partners.”

Our commitment to industry involvement is driven by a deep intention to be the catalyst for change in the communities where we build.
We thoughtfully select and participate in events that allow us to connect with emerging suppliers, share knowledge, drive innovation, and create lasting partnerships that strengthen our industry ecosystem. Through these strategic connections, we’re expanding our network while ensuring our supply chain reflects the rich diversity of the communities we serve.
National Association of Minority Contractors
The annual national conference was held this year in Atlanta and showcased emerging contractors/vendors interested in building great projects and building long-lasting bonds; DPR hosted a networking event to promote partnering and collaboration.
National Minority Supplier Development Council
Oldest certifying agency for diverse businesses; 5000+ attendees, DPR is a member of the inaugural Construction Industry Group. For the first time, the Conference’s exhibition marketplace included a construction industry section, and DPR designed an eye-catching exhibit booth that included our team members from SurePods, part of the DPR Family of Companies.

Rev Dr. MLK Jr Corporate Leadership Award for City Center at Hanna Ave
We were honored to receive this award for the transformative $108M City Center at Hanna Ave infrastructure project in Tampa. The project exceeded the Owner's goals, achieving 35% participation from Black-owned businesses against a 20% goal. The success stemmed from comprehensive community outreach efforts, including active participation in public meetings/outreach, engagement with local media, and strong union partnerships.
DPR Named Business Partner of the Year by Merck Supplier Diversity
We were named Business Partner of the Year at Merck Supplier Diversity’s Power of Inclusion Awards in New Jersey, recognizing our outstanding efforts to promote supplier diversity. This prestigious award acknowledges our commitment to going above and beyond core business functions to support Merck's inclusion goals. Merck recognized our team’s efforts to refine reporting practices, increase overall diversity spend, and work as their partner in finding new and creative ways to support their supplier diversity goals.

Patrice Haley, DPR Construction's National Supplier Diversity Lead, received the 2024 Phil Freelon Diversity, Equity, and Inclusivity Award at the Raleigh Chamber DEI Conference. This prestigious award recognizes individuals who have demonstrated an exceptional commitment to championing diversity, equity, and inclusivity in the regional business community.
The Road Ahead Our 2025 Goals
As we look ahead, we remain focused on making supplier diversity more transparent, actionable, and deeply embedded in our business practices.
Our 2025 goals are about more than just numbers—they’re about creating real impact, stronger partnerships, and a more inclusive construction industry from which all can benefit.
1. Raising the Bar on Transparency & Accountability
In 2025, we’re doubling down on data-driven insights to ensure supplier development is measured, tracked, and continuously improved across DPR. By expanding the use of B2GNow, a diversity management software, we’re enhancing the accuracy of our reporting, giving us a clearer picture of where we’re excelling and where we can grow.
We’re also launching a PowerBI Dashboard, which will give every employee access to supplier diversity data at the regional, business unit, and project levels. This isn’t just about tracking progress—it’s about empowering our teams to take ownership of our collective impact and hold ourselves accountable to higher standards.
2. Strengthening Communication & Collaboration
Progress happens when people are engaged. In 2024, we expanded training and outreach, particularly with our Self-Perform Work (SPW) team. This ensured more accurate reporting and a deeper understanding of how SPW can contribute to supplier diversity goals.
In 2025, we’re scaling these efforts across all business units, ensuring every team has the tools and knowledge to actively support small and diverse business partnerships. By fostering stronger communication and collaboration within DPR and with our partners, we’re creating an ecosystem where inclusion is the standard, not the exception.
3. Leading by Example & Driving Industry Change
DPR has always believed in action over words. In 2025, we’re not just showing up—we’re taking the stage. Through events, webinars, and industry forums, we’re positioning our teams to share insights, challenge the status quo, and set a new benchmark for supplier development in construction. Our goal isn’t just to meet expectations—it’s to redefine them.
By stepping up as thought leaders, we’re ensuring DPR doesn’t just build great projects—we help build a stronger, more inclusive industry for everyone.
